- ➤ Spartanburg police say Travis Lee Wilkins was charged with murder and weapon possession after fatally shooting 45-year-old Norman Higgins at the John C. Bull Apartments on Marion Avenue around 3:20 p.m. Wednesday — local schools went on lockdown as officers pursued and later apprehended the suspect while Higgins was taken to Spartanburg Regional Medical Center and later died.
